Jay was born in 1947 in Humboldt, Nebraska. His parents ran the Humboldt Standard, the local weekly newspaper, and he graduated from Humboldt High School in 1965. He received his bachelor’s degree from the University of Nebraska at Lincoln in 1969 and his Juris Doctor degree from the University of Nebraska College of Law in 1972.

As a child Jay vacationed in the mountains of Colorado with his family, a place that inspired him to pursue hiking, backpacking and more of what the great outdoors had to offer. After passing the Nebraska bar exam in June of 1972, he headed west to Idaho.

He immediately began practicing law with Perce Hall in Mountain Home. He was admitted to the Idaho Bar in October of 1972. Jay has been behind the same desk in the same office since June of 1972. Concentrating on probate, estate planning, real estate and contracts, he also does the civil legal work for the City of Mountain Home; represents the Mountain Home Highway District; and the Elmore Medical Center Hospital District.

Today, Jay still enjoys hiking; backpacking; downhill and cross country skiing; snowboarding and other activities in the mountains and waters of Idaho.
